50 years UIP

Dear collegues,

the New Year 2009 has started with the meeting of the Executive Committee of the Union Internationale de Phlébologie on January 17th in Paris.

In the following I want to give you an update of the major issues which have been discussed during this meeting and which will be important for the future of the UIP.

1. Elections: During the world congress of the UIP in Monaco the council will meet on Monday 31st of August and on Wednesday 2nd of September. Each member society should nominate one representative who will have the right to vote at this council. During this meeting we will proceed to the election of the new executive committee of the UIP for the period 2009 – 2013.
Candidatures could be nominated for the following functions:

  • President-elect (not re-eligible)
  • Vice presidents (5) (not re-eligible)
  • Secretary General (re-eligible)
  • Assistant Secretary General (re-eligible)
  • Treasurer (re-eligible)

Candidatures must be sent to the President of the UIP, copy to the Secretary General.
The deadline for submission of candidatures, duly certified by a letter of recommendation from the Board of the Society Members presenting the candidate is: April 30th 2009, 12 p.m.(GMT).

The Presiden-elect and the re-eligable members of the board will be elected first, followed by the Vice-Presidents. One candidate can apply for more than one function. At the same Council Meeting, the location for the World Congress 2013 will also be chosen by vote. Deadline for Society candidature for the organisation of the XVII° World Congress of the UIP is also: April 30th 2009, 12 p.m.(GMT). Only the Titular Societies which are up-to-date with their subscription are entitled to vote.

According to article 19 of the statutes of the UIP all members of the council can take part in debates but only the following are entitled to vote on the council:

  • The President of each of the Titular Societies or his/her duly authorised representative, on the basis of two votes per country. One vote belongs to  the the Societies already present in the UIP; the second vote belongs to the other new Society/Societies. In the event of the Titular Societies from one country beeing unable to reach an agreement on the two votes that that country will be considered as not having voted. Only the Titular Societies which are up-to-date with their subscription are entitled to vote.
  • The Founder Members

This means that the voting process is based on member countries instead of member societies. It was the opinion of the Executive Committiee during the meeting in Paris that this should be changed to a society-based process. In a time where the UIP is expanding and more and more national and multi-national societies are becoming members of the UIP, a voting process per country seems not to be easly applicable for the future. Therefore we will to the council of the UIP to change the rules accordingly giving the voting rights to propose member-societies directly.

2.  Bureau: During the year 2008 many new issues have been started in the executive committee of the UIP. This includes the newsletter, the International Advisory Board and the coordination of consensus working groups of the UIP. This was only possible by starting a bureau of the UIP here in Bonn. Organizing such a bureau and the working programme would not have been possible without the unselfish help of friends of the UIP. In this case I especially want to thank Stefan Ganzoni from the Sigvaris Group for helping us with an unrestricted grant in this year. 3.  World Congress Monaco: The deadline for abstracts has been prolonged to February 28th 2009. You are invited to send your abstract to the abstract system (www.uip2009.eu). The success of the scientific programme depends on your participation with your recent scientific work. It´s our intention to have a highly scientific congress and to give an update of the actual scientific advances in the field of phlebology. Concerning the structure of the meeting you will find more information in the second announcement (www.uip2009.eu).

The Organizing and Scientific Commitees are proud to inform you that they offer 10 Reasearch Fellowships of € 2.000,00 each on appreciation of abstracts of participants less than 40 years old. If you are interested to submit your abstract and compete for this reward, please insert your study on the website www.uip2009.eu by February 28th 2009. 4. Bauerfeind Award: As one of the leading manufactures of compression stockings Bauerfeind actively supports research projects in the important field of compression therapy. The company has been focussing on the development on innovative products and systems meeting the constantly growing requirements of doctors and patients as regards optimum care. Scientific findings, such as the results of phlebological studies supported by Bauerfeind, always make their way into product development. Requirements for participation: An idea for an outstanding phlebological study design in the field of compression therapy. Deadline: March 31st 2009. 5. Servier Research Fellowship: Servier is a partner of the Union International de Phébologie (UIP). Every second year Servier sponsors the Servier Research Fellowship, awarded by the Research Fund of the Union Internationale de Phlébologie. This important fund is open to young researchers who have a specific interest in the fields of phlebology and lymphology. Deadline is March 31st 2009 for the Servier Research Fellowship 2009/2011 (Eur 25.000,00) for clinical or basic research project in the areas of phlebology and lymphology with following topics: Anatomy, Physiology, Pathophysiology, Diagnostic methods, Clinical research.
